I've started businesses in 3 different states over the past 20 years. Every place is different, but the general requirements are the same across the US.

It's easier than you think. You don't really need to hire and pay an outside agency to do it for you. But they want you to think that you do!

1. What kind of business do you want?

- what is your expertise, service, or product?

• Business name - it doesn't have to be the same as your domain name!
• Domain name - you can have several!
• Graphics, a logo, and other visual branding
• Website, online presence

2. Who is your target customer or who do you want to serve?

- how can you solve their problems? provide solutions? Improve their existence?

• Where are your customers? on Facebook, TikTok, Instagram or LinkedIn? or Reddit? or maybe local?
• How will your potential customers find you?
• Search Engine Optimization, Content Marketing or Running Ads

3. What are the legal and government requirements in your location?

- in the US find the government website for businesses in your state

• Setup a business address and phone number
• Determine what form of business you should setup - Sole Proprietor, LLC or a Corporation
• Get an EIN from the IRS
• Start a business bank account
• How to send invoices and get paid

Note – some of these actions are not needed until another person or business pays you (your business) $$$!

Start talking about and marketing your services now, then take steps to finish each action one step at a time.
